every faction if opened the application , the name of topic of application will changed like " Application Off" then changed to "Application ON" so you must check to the faction . see this : http://forum.bugged.ro/forum/9-factions/ = for blue server faction http://forum.bugged.ro/forum/395-factions/ = for red server faction then choose a faction example " Los Santos Police Department " then you will see application off or ON , in romanian , "Application Deschise" if on , "Application Inchise" if Offline . sometimes that happen to me but now has rarely after i delete all of my mod . maybe its cause you install many mods in your GTA SA remove mods that are unuseable or has not used again . hope helped :D
